Further down it also says;

This reads as though he's saying that after the trade deadline you can let your team averaged salary balloon to 84 mil. as long as by the end of the playoffs you find a way to be in compliance. There is also the possibility of tagging cap room because we have some big salary players whose contracts expire at the end of the season.
